Development of Internet of Things will offer our nation greater, important and practical advantages during promoting of economic growth and social progress. According to “The Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic China” and “The Decisions of The State Council of People's Republic of China on accelerating and fostering the development of strategically important new industries”, the development program was drafted hereby in order to help our country to seize the opportunities, define the developing directions, accelerate and foster the developments in the field of Internet of Things. The period of the development plan is from 2011 to 2015. 一、现状及形势 Present situation and trend （一）发展现状 Present situation 目前，我国物联网发展与全球同处于起步阶段，初步具备了一定的技术、产业和应用基 础，呈现出良好的发展态势。 Today, Internet of Things is still at its preliminary stage in both our country and all over the world. But, it has already had some technical, industrial and application foundations, and shows glorious visions of the future. 产业发展初具基础。无线射频识别（RFID）产业市场规模超过100亿元，其中低频和高 频RFID相对成熟。全国有1600多家企事业单位从事传感器的研制、生产和应用，年产量达 24亿只，市场规模超过900亿元，其中, 微机电系统（MEMS）传感器市场规模超过150亿 元；通信设备制造业具有较强的国际竞争力。建成全球最大、技术先进的公共通信网和互联 网。机器到机器（M2M）终端数量接近1000万，形成全球最大的M2M市场之一。据不完全 统计，我国2010年物联网市场规模接近2000亿元。 The industrial development foundations of internet of Things have been built up initially. Market size of RFID is over 10 billion in CNY and there has been a relative developed market of LF and HF RFID industry. All over China, over 1600 companies, organizations and institutions are mainly engaged in research, development, production and application of sensor industry. The annual output of sensors is about 2.4 billion, and there is an over 90 billion Yuan market in China. Among these, the market size of MEMS sensors is over 15 billion in CNY and telecommunication equipment manufacturing industry has already had a strong international competitiveness. Our country has built up the world's largest, technologically advanced public communication networks and Internet; and amount of M2M terminals is close to 10 million, it is the largest M2M market all over the world. Incomplete statistics shows, until 2010, the market of Chinese Internet of Things industry almost reach 200 billion Yuan. 技术研发和标准研制取得突破。我国在芯片、通信协议、网络管理、协同处理、智能计 算等领域开展了多年技术攻关，已取得许多成果。在传感器网络接口、标识、安全、传感器 网络与通信网融合、物联网体系架构等方面相关技术标准的研究取得进展，成为国际标准化 组织（ISO）传感器网络标准工作组（WG7）的主导国之一。2010年，我国主导提出的传 感器网络协同信息处理国际标准获正式立项，同年，我国企业研制出全球首颗二维码解码芯 片，研发了具有国际先进水平的光纤传感器，TD-LTE技术正在开展规模技术试验。 There have been many dramatic breakthroughs in areas of our country's IoT technologies researches, developments and standardization progresses. Many technologies, such as chip, processor, communication protocol, network management, intelligent computing, etc., have been studied for many years, and lots of results have been made. In the fields of senor network interface, identification, security, integration of sensor networks and communication networks, Internet of Things architecture technology, etc., many relevant standards are in progress. China has become one of leading member countries of ISO/IEC JTC1 WG7 (Sensor networks). In 2010, the international standard “Specification of Data Value Domain - Services and Interfaces Supporting Collaborative Information Processing in Intelligent Sensor Networks”, which was proposed by our country, was approved to be a new work item. In the same year, in China, one company first developed world first two-dimensional barcode decoder chip; Optical fiber sensor, which is in international advanced level, has been developed; and large-scale technical trials of TD-LTE technology have been carried out. 应用推广初见成效。目前，我国物联网在安防、电力、交通、物流、医疗、环保等领域 已经得到应用，且应用模式正日趋成熟。在安防领域，视频监控、周界防入侵等应用已取得 良好效果；在电力行业，远程抄表、输变电监测等应用正在逐步拓展；在交通领域，路网监 测、车辆管理和调度等应用正在发挥积极作用；在物流领域，物品仓储、运输、监测应用广 泛推广；在医疗领域，个人健康监护、远程医疗等应用日趋成熟。除此之外，物联网在环境 监测、市政设施监控、楼宇节能、食品药品溯源等方面也开展了广泛的应用。 We have yielded primary effects in promoting applications of Internet of Things. Currently, in our country, Internet of Things have been applied in many areas, such as security protection, power management, transportation, logistics, medical, recycle and environmental protection, etc. Many application modes are becoming more and more mature. In the field of security protection, video monitoring, perimeter intrusion prevention and other many applications have been achieved good results; In the power industry, the applications of remote meter reading, power transmission monitoring, etc., are gradually expanding; In the transportation sector, road network monitoring, vehicle management and scheduling applications are playing an active role; In logistics, goods storage, transportation and monitoring applications are widely promoted all over the country; And, personal healthcare and remote medical applications are becoming more and more mature. In addition, we have carried out a wide range of IoT applications in environmental monitoring, municipal facilities monitoring, building energy conservation, food and drug traceability, etc. 尽管我国物联网在产业发展、技术研发、标准研制和应用拓展等领域已经取得了一些进 展，但应清醒的认识到，我国物联网发展还存在一系列瓶颈和制约因素。主要表现在以下几 个方面：核心技术和高端产品与国外差距较大，高端综合集成服务能力不强，缺乏骨干龙头 企业，应用水平较低，且规模化应用少，信息安全方面存在隐患等。 Although many progresses have been made in industrial development, technology research, standardisation and application promoting, we should also clearly aware of and understand a fact that there are some bottlenecks and constraints in our country's development of Internet of Things. It is mainly shown in following areas: kernel technologies and high-end products still has wide gap with foreign countries; high-end integration and service capabilities is not strong enough; industries are short of leading enterprises; many applications are in low level and lack of large-scale applications; and there still have some potential issues in information security area, etc. （二）面临形势 Present trend “十二五”时期是我国物联网由起步发展进入规模发展的阶段，机遇与挑战并存。 The Twelfth Five Year Plan Period will be the important stage of our country’s Internet of Things. In this period, we need to do our best to develop Internet of Things from his initial stage to large-scale stage, and opportunities always co-exist with challenges. 国际竞争日趋激烈。美国已将物联网上升为国家创新战略的重点之一；欧盟制定了促进 物联网发展的14点行动计划；日本的 U-Japan计划将物联网作为四项重点战略领域之一； 韩国的 IT839战略将物联网作为三大基础建设重点之一。发达国家一方面加大力度发展传 感器节点核心芯片、嵌入式操作系统、智能计算等核心技术，另一方面加快标准制定和产业 化进程，谋求在未来物联网的大规模发展及国际竞争中占据有利位置。 International competitions are becoming increasingly fierce: The United States has upgraded Internet of Things to one of the most important priorities of their national innovation strategy; European Union has developed a 14-points action plan to promote the development of Internet of Things; Internet of Things is regarded as one of the four strategic priority areas of the U-Japan program; And, South Korea's IT839 strategy consider IoT as one of their three priority infrastructure construction programs. Developed countries are making great efforts to develop their technologies in fields of core chips of sensor nodes, embedded operating systems and smart computing; on the other hand to speed up their process of standards development and industrialization; in order to take an advantageous position in future Internet of Things development and International competition. 创新驱动日益明显。物联网是我国新一代信息技术自主创新突破的重点方向，蕴含着巨 大的创新空间，在芯片、传感器、近距离传输、海量数据处理以及综合集成、应用等领域， 创新活动日趋活跃，创新要素不断积聚。物联网在各行各业的应用不断深化，将催生大量的 新技术、新产品、新应用、新模式。 In today's world, Innovation-driven becomes increasingly evident.
