The Los Padres National Forest is outreaching to fill a not-to-exceed (NTE) 120-day detail/time-limited promotion for a full-time GS0462-8/9 Fire Training Specialist position located in Lompoc, CA. Forest Training Specialist. The work station is located at the
Vandenberg Interagency Training Center (VITC), in Lompoc, California. This notification is being circulated to inform prospective
applicants of this opportunity and to determine interest.

This position is established in the Fire and Aviation Management staff of the Los Padres National Forest to serve as a Forest Training
Officer. This position also oversees and coordinates operations at VITC located in Lompoc, CA. The incumbent is responsible for
formulating and coordinating the planning, development, implementation, documentation, and execution of regional-level training
courses at VITC.
This is a covered secondary position description under provisions of 5 USC 8336 (c) and 8412 (d). 90 days of experience as a
primary/rigorous firefighter or equivalent experience outside federal employment is a basic qualification requirement for this
position.
DUTIES: Gathers data on the specific type of preparation needed before work begins, and makes recommendations of any changes
needed. Develops cost estimates for projects. Manages and maintains currency of the Incident Qualifications and Certification System
(IQCS) for the Forest. Assures accuracy and consistency with Forest Service Fire training handbook. Assesses needs for priority
positions based on IQCS evaluation For identified training needs, analyzes the situation identifying alternatives and recommending
course of action based on manpower, cost, timeliness, and other considerations. Prepares plans to execute approved training projects
insuring proper scheduling and coordination with other unit activities. Adopts existing training guides to specific course needs
insuring consistency with policies, procedures and techniques of user agencies. Tests and validates course content. Provide direction
to individual instructors insuring course material is adequately presented and achieving its intended purpose. Assists as a course
coordinator/instructor in fire management related courses. Plans, schedules, coordinates and personally guides training sessions at
the unit. Provides continual communication with training subscribers to insure that their policies, procedures, techniques and
philosophies are incorporated into instructional packages. Determines training needs and job task analysis and establishing
performance standards. Identifies and procures the most current information and materials applicable to the jobs, techniques and
procedures, for which program courses are intended.
The incumbent is responsible for coordinating fire planning processes and information among the FPU partners. Prior wildland
firefighting experience on the fire line is a mandatory requirement. Position is approved for Secondary Firefighter retirement for CSRS
and FERS on 10/10/2007, PD # AFM32B, # F2a, under 5 USC 8336(c) (CSRS) and 8412(d) (FERS).
