2-1-1 San Diego (a BDA of INFOLINE of San Diego County) is seeking to form a strategic technology
alliance with a firm who can meet the current information technology requirements (replace existing
technologies) and align requirements and work with 211 San Diego to meet emerging strategies and
initiatives (new functionality). A key Critical goal is to support the One Click One call grant with
FACT/VTCLI-Vet Connect-01, One Call One Click program requirements.
Generally we are seeking qualified firms that could:
1. Replace existing CRM software that supports core 211, Case Management, Disaster Management
(triage), Information and Referral.
2. Support 211 San Diego FACT/VTCL grant “one click one call” program
a. Integration for Mobility Management
b. Integration into Telephony
3. Mobile Browser and smart phone applications to support 211 production lines and “One Call One
Click”.
4. Kiosk to support 211 product lines, “One call One Click” program and FACT product lines.
5. Business Intelligence/analytic support
6. Process Optimization and Process Improvement
7. Supplemental inquiry on what you offer to support ERP
The 2-1-1 Request for Qualifications is available for electronic download after completion of the
registration form below. Details and instructions for completing and submitting a response to this
request for qualifications document are contained therein.
Responses must be received by Friday, March 13, 2015 at 5:00 PM PST, and submitted pursuant to
the instructions contained within the Request for Qualification document.
A bidder’s conference will be conducted on February 24th at 11 am. Location and
web conference information will be provided to all applicants who respond to the Request for
Qualification. Participation can be in person or telephonic/web cast.

Prior to download, the following terms and conditions must be agreed to as a part of the registration

 I certify that I represent the organization indicated on the electronic registration form, that I am
authorized to receive the Request for Qualification on behalf of the organization, and that I am

 I understand that that the Request for Qualification document will contain specifics requirements to
further determine my organizations qualification to submit a response, including representations in
compliance with SANDAG procurement requirements.
 I understand that 2-1-1 San Diego reserves the right, in accordance with the Request for
Qualifications, to determine in it’s sole judgment qualifications of potential bidders. Accordingly,
2-1-1 San Diego is not obligated to award a contract with any firm submitting a response, reserves
the right to award multiple contracts for discrete services, and reserves the right to cancel and
terminate the bidding process at any time for any reason deemed necessary by 2-1-1 San Diego.
 I understand that my organization is responsible for all costs associated with development and
submission of a response to the Request for Qualification document. 2-1-1 San Diego has no liability
for costs or responsibility to compensate my organization for costs associated with submission of a
response to the request for Qualification.
